With an index score of 81 points the German Southwest leads the Innovation Index 2020 19 index points ahead of second-placed Bavaria. The decisive factors for Baden-Württemberg's top position are considerable investments in research and development (R&D), the high proportion of R&D personnel, the high importance of research-intensive industries and the great inventiveness. Following Baden-Württemberg and Bavaria in the top group of the EU ranking, with an index value of over 50 points and thus also a high innovation capability, are the French capital region Île de France, Sweden, Berlin, the southern region of the Netherlands, Denmark, Hamburg, Hesse, Finland, and Luxembourg.

The Innovation Index is calculated for the countries and regions of the European Union (EU) every 2 years by the Baden-Württemberg State Statistical Office. Sixty regions were included in the 2020 calculation. These comprise the 27 EU member states and 33 regions at NUTS 1 level. Data on innovation indicators up to and including 2019 were available for the calculation. The impact of the Corona pandemic on the innovation capacity of the countries or regions could therefore not yet be determined in the analysis.
