Accordings to an assessment of Baden-Württemberg Minister of Economic Affairs Ernst Pfister the support of start-up companies may not be waived. Funded start-ups are simply more successful, stated the Minister. Pfister invoked a study initiated by the L-Bank stating that four of five supported start-ups master the especially difficult first five years: the survival rate of funded companies rates twice above those without funding.

The Minister reacted to an assessment of the audit court stating that most business start-ups would happen without financial support as well. According zu Pfister not the founding of the company itself, but the success of the founding is crucial. "It is a fact that most start-ups see a considerable factor of success in financial support", said Pfister.
